Colonel Michael A. Gardner (Ret.)

Colonel Gardner serves as the Department of Public Defense (DPD) State Comptroller. He is responsible for the management of State Funds used by DPD and the State and Federal Cooperative Agreements, which bring state/federal dollars to the Department. The Department's fiscal transactions, which fall under his responsibility, total over 60 million dollars annually.


The Iowa Department of Public Defense State Comptroller Office (SCO) is responsible for managing the following:

  • Accounting, Purchasing and Contracting
  • Inventory and Fixed Assets
  • DPD's state budget
  • Payroll
  • Information Management
  • Transportation and Travel Activities
  • Armory and Motor Vehicle Rentals

The SCO prepares the annual Department budget requests, gives guidance and direction on the Department's operating budget, and acts as Department liaison between the State Budget Office and the Iowa Legislature. Once the budget is enacted, the office provides guidance and direction on the budget for the Department. The office is also responsible for ensuring that the State's accounting books are complete at the end of each fiscal year.
